About the Job

The Deputy Chief Executive Officer (Deputy CEO) supports the CEO in the strategic leadership, operational management, and organisational development of the Singapore Cheshire Home (Home). The role oversees the delivery of high-quality nursing, rehabilitation, and psychosocial care services for the home residents, ensuring residents receive holistic, person-centred care that promotes dignity, independence, safety, and quality of life.
The Deputy CEO provides leadership across care operations, healthcare services, resident engagement, regulatory compliance, staff development, and stakeholder partnerships. The incumbent also acts on behalf of the CEO when required.
  Responsibilities
  1. Ensure full compliance to the Social Residential Homes Act (SRHA) and relevant regulatory requirements and standards.
  2. To implement strategic objectives established by the Council of Governors (COG), such as the Training in Independent Living programme, and building a strong therapy team for rehab, etc.
  3. To plan, direct, and manage the current and future activities of the Home within the policy guidelines directed by the COG.
  4. To plan, initiate, and monitor programmes and services with the assistance of the various Heads of Departments, namely Nursing, Therapy and Social Work.
  5. To be responsible for the effective performance and discharge of responsibilities of the corporate functions, such as Finance, HR, Facilities, Corporate Communications and Volunteer Management.
  6. To be the liaison person between the Home and the ministries/agencies such as MSF, SGE, NCSS, etc., representing the Home at meetings and functions when required.
  7. To provide leadership, supervision, and mentoring to department heads as required.
  8. To champion staff learning, professional development, and capability enhancement, and be responsible for human capital management such as workforce planning, talent attraction and retention, staff engagement, and succession planning.
  9. To manage the development and maintenance of effective channels of marketing and communication with all stakeholders and ensure effective internal communications.
  10. To be responsible for the proper maintenance of the Home’s financial accounts and ensure that expenditure is within budget and manage the preparation of the annual budget for submission to the COG.
  11. To oversee Finance in preparation of annual reports and ACRA submission.
  12. To oversee Facilities team on maintenance of the Home’s buildings, ground, equipment and transport, including infrastructure and capability projects such as CCTV, cyclical maintenance works, and solar power system.
  13. To attend Council meetings as required, supporting the CEO and COG.
  Requirements
  • Degree in Healthcare Management, Nursing, Allied Health, Social Work, Rehabilitation, Business Administration, Public Health, or related discipline.
  • Postgraduate qualifications in Healthcare Administration, Business Administration, Leadership, or related fields will be an advantage.
  • Minimum 10–15 years of relevant leadership experience in healthcare, disability services, community care, residential care, rehabilitation, or social services.
  • Proven experience managing multidisciplinary teams and complex care environments.
  • Strong understanding of residential care operations, clinical governance, rehabilitation services, and regulatory requirements.

About the Job

We are looking for a dedicated and experienced Staff Nurse to provide comprehensive nursing care, including assessment, care planning, clinical emergency management, safe medication administration, infection control and integrative care.
  Responsibilities
  1. Deliver safe, and person-centred nursing care to residents in accordance with established clinical standards and care plans.
  2. Administer oral/topical medication and injections.
  3. Conduct regular nursing rounds with staff to monitor residents’ health and medical condition, safety, and comfort.
  4. Prepare visits and accompany visiting doctor or allied health professional during their visits/rounds, assisting with examinations and providing updates on residents’ conditions when required.
  5. Participate in care planning, implementation, evaluation, and timely updating of residents’ nursing care plans.
  6. Participate in Multidisciplinary Team (MDT) discussions by contributing relevant nursing assessments, observations, and care recommendations.
  7. Supervise and assist residents during mealtimes, including feeding.
  8. Work with Nurses/Nursing Aides to maintain inventory and ensure proper storage and expiration of medication and medical supplies.
  9. Maintain accurate record and ensure timely documentation in the Care Management System.
  10. Escalate any clinical, operational, or staffing issues to the CNO or NO in a timely and appropriate manner.
  11. Supervise and guide the Nurses/Nursing Aides/Healthcare Assistants in delivering nursing care services and performing their duties according to their roster.
  12. Provide guidance and support to junior staff to enhance their clinical competency, including adherence to clinical guidelines and learning best practices.
  13. Support organisational events and orientation of visitors to the Home when required.
  14. Participate in organisational and departmental activities and committees.
  15. Participate in quality improvement initiatives and activities.
  16. Any other duties as assigned by CNO and NO.
  17. Five and half-day work week and be available on-call for emergencies.
  Requirements
  • Must be a Registered Nurse with valid accreditation from the Singapore Nursing Board (SNB).
  • Possess a Diploma/Degree in Nursing with at least 4-5 years of nursing experience as a Registered Nurse.
  • Strong clinical competency and good nursing and care skills.
  • Experience working with the disabled or elderly preferred.
  • Possess good communication and interpersonal skills.
